Özet:Son 20 yılda gelişmiş ve gelişmekte olan ülkelerde küreselleşme olgusunun beraberinde getirdiği girişimci yönetim anlayışı ile planlamada katılımcı yaklaşım çabaları dikkat çekmektedir. Katılımcı planlama sürecinin uygulama aracı olarak topluluk haritalama yöntemi öne çıkmaktadır.

Topluluk haritalamasındaki amaç, genel bir ifade ile yerel halkın yaşadıkları çevre ile ilgili algılarını, deneyimlerini,  eklentilerini paylaşarak yaşadıkları yerin planlanmasında söz sahibi olmalarıdır. Bu çerçeveden yola çıkarak araştırmanın hipotezi “yaşanılan yerle ilgili potansiyel, fırsat ve tehditlerin yerel halkın içinde olduğu süreçle sürdürülebilir arazi kullanımı ve yönetiminin sağlanacağı ve bu süreçte topluluk haritalarının bir planlama enstrümanı olarak kullanılabileceği” şeklinde belirlenmiştir. Araştırma kapsamında incelenen literatür verileri değerlendirildiğinde; katılımcı harita olarak da ifade edilen topluluk haritalarının dünya çapında yaygınlaştığı görülmektedir.

Gerçekleştirilen topluluk haritalama deneyimleri; katılımcı haritalama uygulamalarının topluluk girişimlerinin kurumsal mekanizmalarda etkinliğini arttırdığı ve böylelikle yönetici kurumlar ve vatandaşlar arasında etkin bir iletişim rolü üstlendiği ve böylelikle sorunların tespiti ve çözümünde gerçekçi kararlar alınabileceğini göstermektedir.
